Health care for people held in Collin County's jail and juvenile detention center would cost about $18.6 million a year under a contract change set for the Commissioners Court's Nov. 2 meeting.
The amendment to the county's inmate health care contract with Wellpath LLC applies a 7.6% inflation increase and adds 19 hours a week of mental health coverage for juveniles.
A 7.6% increase
The contract lets Wellpath's pay rise each year with the federal Consumer Price Index for medical care services in the Dallas-Fort Worth-Arlington area. Wellpath's renewal letter, dated Aug. 20, put that index at 7.6% for May 2026.
Applied from Oct. 1, the increase lifts the base contract from $17,021,956.68 to $18,315,625.44 a year, according to the contract modification document. The monthly payment for the adult detention facilities goes from $1,355,136.92 to $1,458,127.33, and the per-inmate daily charge there from $1.59 to $1.71.
For juvenile detention, the monthly base rises from $63,359.47 to $68,174.79 and the daily charge from 73 cents to 79 cents.
More psychiatric hours for juveniles
The amendment also adds 15 hours a week of psychiatrist time and four hours of a mental health professional at the Juvenile Detention Facility "to address increased demand for mental health services," the document says. That staffing costs $254,839 a year.
