Anna's stray and surrendered animals would keep going to the Collin County Animal Shelter in McKinney for at least four more years under an agreement on the Collin County Commissioners Court agenda for Monday, Nov. 9.
The interlocal agreement would run from Oct. 1, 2026, through Sept. 30, 2030, according to a memo from Misty Brown, the county's animal services division manager. After that first term, it could be renewed one year at a time, and the agreement says parties must give a year's written notice before the initial term ends on whether they want a renewal.
What Anna would pay
A county billing sheet in the meeting packet splits the shelter's costs among member cities by population. Using a 2026 North Central Texas Council of Governments estimate of 36,935 residents, Anna's share is 4.42%, which works out to an $83,535 operations fee and an $8,407 maintenance and capital contribution, for a total of $91,943 in the 2027 fiscal year.
The same agenda carries a separate one-year extension of Anna's animal control contract with the county, the service that answers calls and picks up loose animals. The county's billing worksheet puts that cost at $89,634 for the year. Taken together, the two agreements total $181,577.
How the agreement works
The shelter sits at 4750 Community Ave. in McKinney and remains county property, with county employees running it. Cities pay their share up front each quarter. The agreement places no cap on how many animals a city can bring, but it lets the county stop taking animals or add a surcharge if the shelter fills up.
Besides Anna, the agreement lists Celina, Fairview, Farmersville, Lucas, McKinney, Melissa, Nevada, Princeton and Prosper as primary member cities, plus St. Paul, Weston and several municipal utility districts as smaller parties. Across all members, the county's sheet totals $2,098,252 in shelter payments for the year.
