Anna's Community Development Corporation will decide Thursday whether to offer performance-based incentives to the developer of a restaurant planned at 606 N. Powell Parkway.

The proposal, Resolution No. 2026-11-17 on the board's Nov. 5 agenda, would approve an economic development agreement among the corporation, the City of Anna and SAAS US Partners, LLC, whose planned commercial project there would include Tia's Restaurant.

What the money covers

The corporation's share is capped at $24,300, according to the staff report and draft resolution:

  • up to $12,000 in initial sales tax grants
  • up to $7,500 toward a grease trap
  • up to $4,800 in extension sales tax grants, which would need a separate approval

Those sales tax payments cannot exceed a quarter of what the corporation itself receives in sales tax, and staff describe the totals as maximums rather than guaranteed payments. No payment can be made before the restaurant's opening date, and the agreement includes performance requirements and repayment obligations meant to protect the public money, the report says.

The City of Anna has its own, separate commitment of $25,000 for utility reimbursement and water connection costs. Staff note that obligation belongs to the city alone and does not count against the corporation's cap.

Board approval would not be the final word. The draft resolution says spending the corporation's money still needs the City Council's sign-off, along with the multiple readings, hearing, notice and petition window that state law sets for this type of corporation. The agreement's exhibits must also be completed before anyone signs.

Sales tax still climbing

The same agenda carries the city's latest sales tax figures. Anna collected $968,298 in July, up 18% from July 2025, and $963,098 in August, up 27% from a year earlier, according to the city's schedule of collections.

Through the first 11 months of the fiscal year, collections total $10,100,365, which is already 105% of the $9,650,000 the city budgeted for the full year. September's payment has not yet been added. March was the one month below the prior year, down 43%, after an unusually large $1.87 million payment in March 2025.

Also on the agenda

Board members are also expected to move their December joint meeting from Thursday, Dec. 3, to Wednesday, Dec. 2, at 6 p.m., citing scheduling conflicts. The meeting starts at 6 p.m. Thursday in the council chambers of the Anna Municipal Complex, 120 W. Seventh St.
