Early voting for the Nov. 3 election starts Oct. 19, and county election officials across Texas say the state's voter registration software is still giving them, and some voters, conflicting information.
The system, known as the Texas Election Administration Management system, or TEAM, feeds the state's online voter lookup at votetexas.gov. A Dallas Morning News analysis published Monday compared about 11,000 Dallas County voter records with what the state lookup showed and found about 160 mismatches, including differences in registration status and county of residence, plus voters the state system could not find at all.
That follows a separate bug that kept at least 590,000 registrations from reaching county officials for processing, according to the News.
What counties say
Louisiana-based Civix overhauled TEAM in July 2025 under a $17 million contract signed in late 2023, the News reported. "These problems are the result of fundamental system architecture failures by the state's voter registration database vendor," the Texas Association of County Election Officials said in a Sept. 28 release.
The group has asked the secretary of state's office to withhold payment from Civix until the software is reliable.
Kristin Miles, the group's president and Bastrop County's elections administrator, told the News that backup records and other safeguards protect the integrity of results, and that voters whose status is unclear can cast provisional ballots, which go through added eligibility checks.
