Anna ISD asks city to lift stadium's seat cap so it can grow to 7,115

Anna's Planning and Zoning Commission on Monday takes up the school district's request to rezone 30 acres around its stadium, a change staff says would clear the way for about 7,100 seats.

Anna ISD wants room for bigger crowds at its football stadium, and the first step goes before the city's Planning and Zoning Commission on Monday, Oct. 5.

The district has asked the city to rezone about 30 acres on the west side of North Powell Parkway, roughly 1,200 feet south of West Rosamond Parkway, according to the staff report in the commission's agenda packet. The tract holds the stadium next to Slayter Creek Park and is now governed by a 2017 planned development ordinance that limits the stadium to 4,800 seats.

The request would replace that planned development, along with a sliver of agricultural zoning, with the city's standard single-family residential district, SF-7.2. Staff said removing the planned development's conditions is what would let the district add seats. The application lists the purpose as more seating for games and for graduation.

From 5,100 to 7,115

The district's 2018 renovation brought new turf, a track, a 3,500-square-foot press box and expanded stands, the report says, with 3,100 home seats and 2,000 visitor seats for a total of 5,100. The district is now proposing 7,115 seats, and staff noted that lifting the old conditions would also allow further changes later.

The report ties the request to growth. It lists Anna's population at 38,840 this year, up from 16,896 in 2020, and district enrollment at 6,724 in the 2025-26 school year, up from 3,828 in 2019-20.

Staff also listed parking added since 2017: 72 spaces at Anna High School in 2018 and a paved lot at Slayter Creek Park, a city expansion that doubled the park's north lot in 2024, and lots built with the district's new administration building. The report says the rezoning does not change the facilities agreement between the city and the district.

City planners recommend approval. The commission will hold a public hearing, and the item is tentatively set for a City Council vote on Oct. 27.

Also on the agenda

The commission will also hear a request to rezone a half-acre lot at 219 E. White Street from single-family to local commercial. Staff said the house there is being remodeled to commercial standards, a use the city's downtown plan anticipates along White Street. That item also carries a staff recommendation of approval and is headed to the council Oct. 27.

The meeting starts at 6:30 p.m. in the council chambers at the Anna Municipal Complex, 120 W. Seventh St. Residents who want to speak can fill out a speaker form before the meeting begins.
